When running the transfer utility, it is often easier to have both databases located on same machine (localhost) and use the SYSDBA user, not the RISINGSOFTWARE user. This will ensure that there are no firewall issues and no permissions issues with your database transfer.

The screenshot below shows some typical settings that have been well tested. (You will need to change the password to suit the SYSDBA password that you set using the setup_server utility).

The latest transfer utility also resolves some issues with this error. Please download the latest version of the transfer utility from the updates page.
